Scott Eastwood and Ed Harris have signed on to star in Todd Robinson’s The Last Full Measure.

Laurence Fishburne is in final negotiations and Morgan Freeman is in talks to join them.

Based on the true story of a present day cover-up investigation, the story centers on young Pentagon investigator Scott Huffman (Eastwood) as he battles the political machine in Washington. He reluctantly teams with veterans of Operation Abilene to convince Congress to award the Medal of Honor to a courageous Air Force medic, William Pitsenbarger, who sacrificed his life saving more than 60 soldiers ambushed during the Vietnam War.

Foresight Unlimited is handling international sales and will introduce the film to foreign buyers in Cannes. The film joins the company’s slate, which also includes Rob Cohen’s Category 5, the Demi Moore-Alec Baldwin starrer Blind, Spinning Gold with Justin Timberlake; and the Peter Segal-helmed sci-fi film Inversion.

Production is scheduled to begin in September.

Robinson (The Legend of Billy the Kid) is directing from a screenplay he penned.

Lauren Selig, John Watson, Pen Densham, Julian Adams, Howard Burd and Mark Damon will produce. Tamara Birkemoe and Sidney Sherman will executive produce.

Eastwood will next appear in David Ayer’s Suicide Squad for Warner Bros. and Oliver Stone’s Snowden for Open Road Films. He is repped by UTA.

Harris most recently wrapped production on the Untitled Warren Beatty Project for New Regency Pictures and 20th Century Fox, and will next be seen in Alejandro González Iñárritu’s TV series The One Percent for Starz.

Freeman can next be seen in Now You See Me 2 for Lionsgate and MGM’s Ben Hur for Paramount Pictures. Academy Award Nominee Fishburne will next appear in John Wick: Chapter Two for Lionsgate and Passengers for Sony Pictures Entertainment.
